Zoho Projects is cheap by category standards, so the real decisions are which features you need and whether you use the wider Zoho suite. The jumps between tiers add specific capabilities rather than just lifting limits.

Free, Premium, Enterprise or Ultimate. Free suits a team of up to five on three projects; Premium at $4 opens unlimited projects, time tracking, blueprints and AI; Enterprise at $9 adds critical path, baselines, custom fields and roles and single sign on; Ultimate at $14 adds storage, read only users and far more workflow volume. Pick the lowest tier that holds the features you actually need.
Read only users and the Zoho ecosystem. Enterprise includes ten read only users and Ultimate one hundred, which keeps stakeholders in the loop without paying full seats. Zoho Projects is also far cheaper in context if you already use Zoho One or other Zoho apps, since it shares data and billing across the suite.
AI and governance sit at different tiers. Zia AI features arrive at Premium, while governance such as single sign on, two factor authentication, custom roles and the portfolio dashboard arrive at Enterprise. If single sign on is a requirement, that sets your floor at the $9 Enterprise tier rather than Premium.
Annual versus monthly billing. The rates shown are annual. Monthly billing runs about a dollar more per user on each tier, so teams that plan to keep Zoho Projects usually take the annual commitment to hold the lower per user price.
