HostGator's intro price is the starting point. A few things move what you pay over time, so plan for them before you commit.

The renewal jump. Intro rates apply to your first prepaid term, then renew two to three times higher, for example Hatchling near $8.99 and Business near $21.99 a month. The renewal is the real long term cost, not the headline price.
Term length and prepayment. The lowest rates need a long term paid up front. Shorter terms cost more per month, so the advertised price assumes a multi year commitment rather than monthly billing.
Site count, not resources. Storage and bandwidth are unmetered across all three plans, so the main reason to move up is hosting more than one website. Hatchling caps you at a single site, while Baby and Business allow unlimited sites.
Business extras. The Business plan adds a dedicated IP, an upgraded SSL and basic SEO tools over Baby. If you do not need those, Baby covers unlimited sites at a lower rate, so size the plan to the extras you will actually use.
