Google Forms is free. What you actually pay for is Google Workspace, and only if you need it.
Google Forms has no price of its own. With any personal Google account it is free, with unlimited forms and unlimited responses. The only way to spend money is to buy Google Workspace, the paid business bundle that adds custom email, more storage and admin controls. The catch worth understanding is that the Forms product is identical across every Workspace tier, so you are paying for storage and management, not for better forms. Do I need Google Workspace to use Google Forms?
No. Workspace adds custom email, extra storage and admin controls for businesses, but the Forms features are the same on the free account. You buy Workspace for those other reasons, not for forms.
Does Google Forms have a response limit?
There is no hard response cap. The practical limit is the Drive storage tied to your account, which matters mainly when respondents upload files, since those count against your storage.
Why do the Workspace plans cost different amounts if Forms is the same?
Because you are paying for storage, email and security, not for forms. Forms looks and works the same on Business Starter and Business Plus; the gap between them is storage and admin features.
