What actually moves the bill

Formstack's invoice is shaped by a few choices the plan names do not advertise. These four factors decide what you pay.

Submissions counted per form. Formstack caps submissions per form, not across the whole account. The Forms plan allows 1,000 per form, so a single high traffic form can hit its ceiling while quieter forms sit unused.
HIPAA as a paid add on. HIPAA compliance is not bundled into the Forms or Suite plans; it is a paid add on or part of the custom Salesforce and Enterprise tiers. Regulated teams should budget for it on top of the base price.
Monthly versus annual billing. The listed rates assume annual prepayment, which Formstack markets as two months free. Paying monthly raises Forms from about $83 to about $99 and Suite from about $250 to about $299.
Builder users and add ons. Each plan includes a fixed number of builder users, and extra seats, submissions or merges are bought as add ons. A growing team can outgrow the included seats well before the form count.

How are Formstack submissions counted?

Per form, not per account. The Forms plan allows 1,000 submissions per form and Suite allows 5,000 per form, so one busy form can reach its cap independently of how the others perform.

Is HIPAA included with Formstack?

Not on the standard Forms or Suite plans. HIPAA compliance is a paid add on, or it comes with the custom Salesforce and Enterprise plans. If you handle protected health information, factor that cost in.

Why is Formstack more expensive than tools like Jotform?

Formstack targets regulated and enterprise teams, with workflows, approvals, document generation and eSignatures. That breadth and compliance focus sets the entry price well above consumer form builders, which is hard to justify for simple forms.
